A complex and multifaceted legal analysis was prepared with reference to the full history of amendments to the Energy Law Act and the related secondary legislation since first coming into force, to explore the possibility of implementing at a power company a regulatory model with a 3-year fixed price tariff for the supply of fuel gas distribution services and the possibility of setting and assessment of the justified costs of a power company used in the calculation of the tariff price based on comparable business costs of power companies engaged in business of the same type under comparable conditions (international benchmarking). Legal advice was provided in support of the legislative process to develop secondary legislation under the Energy Law Act in relation to tariff price calculation.
