A legal opinion was prepared on the scope and modes of operation of a packaging recovery organisation considering the obligations imposed on such an entity, available forms of business organisation, tasks performed under the provisions of the Packaging and Packaging Waste Management Act, with specific reference to compliance with the packaging recovery obligations to other entities and reporting. The opinion also discussed options to operate and work with entities engaged in performing recovery obligations through an organisation and by using remote communication or electronic forms of documentation by an organisation.
