Agata Czarkowska

Agata Czarkowska specializes in legal services for the construction and infrastructure sector, with particular focus on public procurement, construction contracts, and disputes and claims related to the execution of investment projects. She has over 20 years of professional experience in the infrastructure industry. She advises clients at every stage of project execution — from procurement proceedings and the negotiation of contractual terms, through the day-to-day handling of contract performance, change and claims management, to final settlements and litigation and arbitration disputes. She has extensive experience with contracts executed under FIDIC conditions.
Before joining Hoogells, she spent nearly 20 years with Egis Poland, an international engineering and consulting group. She headed the tender and legal department, took part in the work of the Management Committee, and subsequently served as legal counsel and claims specialist. As a member of Engineer's teams, she took part in the execution of major infrastructure projects, including the S2 Southern Bypass of Warsaw and the S6 expressway on the Szemud – Gdynia Wielki Kack section.
Her extensive experience gained directly on investment projects allows her to combine a legal perspective with an understanding of the business, organizational, and contractual conditions underlying infrastructure projects. She has been a legal counsel (radca prawny) since 2018. She completed postgraduate studies in public procurement at the University of Warsaw, as well as the Master International de Management et d'Économie program run by the Warsaw School of Economics (SGH) in cooperation with HEC Paris. She also completed studies in business negotiation and mediation and a mediation traineeship at the Polish Mediation Centre. She is fluent in English and French.
