Anna Oleksiewicz

Anna Oleksiewicz is the Co-Founder and Managing Partner at Hoogells law firm, where she leads the Construction and Infrastructure practice. She brings nearly 20 years of experience in providing legal counsel to the construction and infrastructure sectors. Anna advises clients across all stages of construction projects—from tendering and procurement, through negotiating and executing contracts and day-to-day project support, to settlements, claims, and dispute resolution. She represents investors, contractors, designers, consultants, developers, and architects in projects covering the construction of roads, railways, engineering facilities, industrial assets, and commercial developments.
Combining dispute resolution expertise with contract management experience, she supports clients both in the seamless delivery of investments and in complex litigation and arbitration. She is valued for her proactive, business-oriented approach and her ability to navigate the dynamic legal and economic landscape of large-scale infrastructure projects. Anna is actively engaged in developing and shaping the legal environment of the design and engineering industry. Since the establishment of the National Association of Designers and Engineers (ZOPI), she served as President of the Management Board (for the 2020–2026 term), growing the organization from its inception to a network that today brings together nearly 50 companies.
She spearheaded the dialogue between the design and engineering industry and the public sector, including key stakeholders such as Central Communication Port (CPK), the General Directorate for National Roads and Motorways (GDDKiA), and PKP Polish Railway Lines (PKP PLK). Anna represented industry interests before the Parliamentary Infrastructure Committee, the Ministry of Infrastructure, and other relevant government agencies. She has also collaborated with industry organizations to improve conditions for infrastructure projects, co-creating initiatives such as the "Five for Polish Construction"—a package of proposed changes aimed at streamlining infrastructure delivery and boosting the competitiveness of Polish enterprises. She co-created the Designers and Engineers Congress, appearing as a keynote speaker, and regularly participates in numerous conferences, panels, and debates dedicated to the construction market.
